Cannabis related businesses must have local approval and a state license before engaging in business activities. Presently the City only allows wholesale distribution, testing labs, manufacturing, and indoor cultivation. Staff is also developing a retail (storefront and non-storefront) program with a social equity component for further consideration by the City Council.
