Holiday Closure 

We will be closed and no inspections will be performed during the Thanksgiving break, Thursday and Friday, November 28th & 29th.

City hall will be closed December 25th - January 1st, however, inspections will continue except there will be no inspections on December 25th and January 1st.

Visit the Citizen Access Portal (ACA).   You do not need to log into your account to check status or make payment.   

Permit submittals and Plans that Require an Architect or Engineer

School Impact Fee Rate Increase

Effective August 26, 2024, Washington Unified School District has increased developers fee to $0.84 per square foot for Commercial/Industrial and $5.17 per square foot for Residential.  

Note Regarding Permit Processing  

Due to the large volume of applications currently under review, permit processing for applications and general email communications will be delayed for the next few weeks. Staff will continue to respond to email requests in the order they are received. We apologize for any inconvenience this may cause. 

Commercial Reroof Overlays

Effective immediately (7/26/23), Yolo Solano Air Quality Management District is requiring their clearance on commercial reroof overlay permits. Permit Technicians will now be asking for your completed AQ survey or pre-approval at time of permit application. Any questions regarding this new requirement can be directed to YSAQMD directly at: Yolo-Solano Air Quality Management District - (ysaqmd.org)

2022 Code Intervening Cycle effective July 1, 2024

all applications for a building permit on or after July 1, 2024, will require to meet the new building standards.  See the 2022 CA Building Standards summary of significant code revisions.  

Building Codes in Effect

2022 Building Codes Became Effective January 1, 2023.

On January 1, 2023, the City of West Sacramento required all new plan review and permit applications to comply with the 2022 California Building Standards Codes, which are based on the International Building Codes. This includes Building, Electrical, Mechanical, Plumbing, Energy and Fire.

The Building Division is within the Community Development Department. We review building permit applications for compliance with State and local building codes (structural, electrical, mechanical, plumbing, and energy efficiency) and provide inspection services for all building related construction.

Our mission is to make sure buildings and sites in West Sacramento are safe and habitable for people to live, work and play. In cooperation with the Community Development, Planning and Engineering Divisions, and other agencies, our obligation is to enforce the intent of legally established codes and regulations without unnecessary impact on owners, builders, and designers. We strive to be pro-active, creative, helpful, and responsive with an emphatic understanding of customer needs. We encourage willing compliance through promoting public awareness and administer regulations in a thorough, fair, and unbiased manner.
